Summary of the Lebanese Armed Forces Capabilities Development Plan (CDP) 2023-2027

 

The Lebanese Armed Forces (LAF) Capabilities Development Plan (CDP) for 2023-2027 builds upon the previous five-year plans (2013-2017 and 2018-2022). This plan aims to enhance the LAF's ability to respond to evolving global, regional, and national security challenges. Given Lebanon's volatile security environment, the plan focuses on force modernization, operational readiness, and resource allocation to effectively counter complex threats.

 

 Key Aspects of the CDP 2023-2027

 

Strategic and Operational Challenges 

The lack of a National Security or Defense Strategy requires the LAF to adopt a bottom-up planning approach for force development. The LAF must address security threats, operational gaps, and resource limitations while maintaining military effectiveness across multiple domains.

 

Impact of External Challenges 

The COVID-19 pandemic disrupted training and medical services, while the ongoing economic crisis has significantly reduced the defense budget, impacted purchasing power, and increased internal instability. These challenges hindered the full implementation of the CDP for 2018-2022 but underscored the urgent need for transformation and resilience within the LAF.

 

Security Priorities & Military Capabilities 

The LAF is committed to:

- Conducting security and stability operations, including counterterrorism and border control.

- Implementing United Nations Security Council Resolution 1701 and gradually assuming responsibilities from the United Nations Interim Force in Lebanon (UNIFIL).

- Enhancing maritime security for oil and gas exploration.

- Preventing illegal migration, smuggling, and trafficking.

 

Institutional Transformation 

Since 2017, the LAF has promoted gender equality by establishing a Gender Department in 2021, aligning with United Nations Security Council Resolution 1325 on Women, Peace, and Security. Additionally, to combat corruption, the LAF has created a Defense Anti-Corruption Committee and is advancing Enterprise Resource Planning (ERP) for improved transparency and efficiency.

 

International Support & Future Development 

Despite Lebanon ranking 154th on the Corruption Perceptions Index (2021), the LAF remains one of the country’s most trusted institutions. International partners play a crucial role in the LAF's capability development, and continued foreign assistance is essential for sustaining and improving the LAF's operational effectiveness.

The LAF CDP for 2023-2027 is designed to strengthen Lebanon's national security, modernize its military capabilities, and adapt to financial constraints. International cooperation and sustained support are critical to ensuring the LAF's ability to protect Lebanon's sovereignty and maintain regional stability.
